
The ACT Government has the challenge to provide a transport system that enables people to move as efficiently and effectively as possible. It must at the same time do this cost effectively and with consideration for the environment and the broad needs of the Canberra community.
The current endorsed transport planning framework consists primarily of the Sustainable Transport Plan 2004 (STP) and the Integrated Transport Framework 2008 (ITF). The STP established targets to increase the use of sustainable transport such as public transport, cycling and walking, with the aim of reducing the high dependence on private motor vehicles for transport in the ACT.
The ITF established a set of principles to govern consideration of transport policies and initiatives both now and into the future. It provides a foundation for decisions around future transport use and aims for a sustainable transport system which meets the needs of the ACT community.
In order to plan for Canberra’s passenger transport needs, more detailed and localised planning is required to identify how transport demand will be met in the short, medium and long term. This planning will enable the Government to make decisions in relation to transport initiatives, capital works and other transport policy areas with an understanding of how these actions contribute to meeting overall transport demand.
The Sustainable Transport Action Plan 2010-2016 will be a strategic transport policy document to support government transport decision-making and infrastructure investments from 2010-2016 and beyond.

The STAP and the four underlying strategies will be supported by Land Use and Planning work by the ACT Planning and Land Authority

Over the coming months, the ACT Government will be working with the Canberra community to develop a Sustainable Transport Action Plan for a better and more integrated transport system for Canberra and the region.
The aim of working with the community is to develop a shared understanding of issues and the important and inextricable links and difficult challenges between all the components of the transport picture. This includes land use, location of urban density, parking, the road network, public transport and walking and cycling facilities and services. Consultation commences on 27 July 2009 with a peak body transport roundtable. This will be followed by consultation on public transport in August 2009.
The Government is undertaking consultation with the community, peak bodies, government agencies and other stakeholders in the development of the transport strategies and the actions of the Sustainable Transport Action Plan.
